Arising out of the Minutes of the meeting held on Monday, October 11th, Mr. Hersee informed the Committee that, after Conversation with the Secretary of State for Foreign Affairs on the evening of the 14th, the Lord Mayor had decided to extend the appeal which he had proposed to make to the City of London to the whole country.

He also outlined some of the steps which were being taken at the Mansion House in order to give publicity to the Fund, including the fact that the Lord Mayor would broadcast on the evening of the 20th.

CABLE FROM SHANGHAI.

The Committee considered the following cable received from the British Chamber of Commerce at Shanghai on 15th October:

"Proposed Committee: subject to your approval:

Ambassador and Governor of Hongkong, Presidents; Executive Committee, Chairman, Consul-General; representing the British Chamber of Commerce, R. Calder-Marshall and W.S. King; representing the China Association, P.W.Massey and J.R.Jones; representing the British Residents Association, Brig-Gen.E.R.Macnaghten; representing the London Mission, the Rev.A.Baxter; .representing the National Christian Council, the Rev.Ronald D. Rees.

"

We suggest that this central organisation apportions funds between areas which would be organi sad similarly. Each Executive would allocate under the general heads of Chinese Refugees, International Sufferers, British Sufferers, and Hospitals, such allocations to be expended by administrative committees under the control of the Executive Committee and including all the National Societies,

the British Women's Association and the Salvation Army.

Our most urgent requirement is cash. Will cable particulars of other requirements when the administratives have been formed after receipt of your approval".

The Committee decided to reply in the following terms:

as follows stop Parent Committee with Ambassador and Governor of Hongkong as Presidents and Local Executive Committees to be nominated by Ambassador or Governor operating in co-operation with Parent Committee stop We approve personnel of Central organi sation suggested Please organise Central and Local Committees and cable places and name s stop Subject to your views we think Local Committees should be organised at Hongkong, Canton, Hankow, Tientsin, Shanghai, at any rate.

the above was despatched by the British Red Cross Society at the conclusion of the meeting.

NEXT MEETING OF THE COMMITTEE.

It was decided to hold the Committee on Tuesday, October 26th at 3 p.m. at the offices of the British Red Cross Society.

This concluded the business of the meeting which terminated at about 5.15 p.m•
